A NEW ERA IN CHINA–TAIWAN RELATIONS
The historic meeting between Chinese President Xi Jinping and Mr. Ma Ying-jeou, of Taiwan on 7 November 2015 marks a very significant milestone in the forging of peace across the Straits, since the split in 1949, and the Government and people of the Commonwealth of Dominica welcome this landmark gesture and stand in solidarity with the positive efforts embarked on to date.
The Government of Dominica noted that in their public statements President Xi acknowledged that "the separation of families on both sides of the Taiwan strait has caused deep pain and regrets to countless families." For his part, Mr. Ma called for a hotline to deal with urgent matters, and for a “reduction of hostility, and for the resolution of disputes with peaceful measures," as well as for "enhancement of cross-strait exchange, and reinforcement of win-win."
Since the establishment of diplomatic relations with the People’s Republic of China in March 2004, the Government of the Commonwealth of Dominica has adhered to the One-China Policy. The Government of Dominica stands in solidarity with the People’s Republic of China and hopes that the encounter of President Xi and Mr. Ma is a step towards the peaceful reunification of the whole of China.

Announcement
Boiling Water for Drinking
The Ministry of Health wishes to inform the public that as a result of the recent heavy rains that pipe- borne water may become contaminated. The Ministry advises that water from the pipes should be BOILED for drinking purposes and making juices.
When the water begins to boil, let it continue to boil for three more minutes.
If you do not want to boil the water, add eight drops of household unscented chlorine bleach to one gallon water and leave it for 30 minutes before drinking.
You should also boil the water before making ice. Freezing the water for ice does NOT kill the bacteria or germs.
Boling and chlorinating the water will help to prevent Gastroenteritis---- a condition that causes irritation and inflammation of the stomach and intestines.

In keeping with the provisions of Sections 5, 6 and 7 of the Electricity Supply Act, Act 10 of 2007, the Minister for Public Works and Ports, Hon. Ian Pinard, solicits applications from suitably qualified and interested persons to serve on the five-member Independent Regulatory Commission (IRC) for the Electricity Sector in Dominica.
Section 19 of the said Act notes the authority of the Commission as follows:
“The Commission shall have sole and exclusive authority to regulate all electricity entities that are subject to this Act and shall have full powers to regulate all licencees with regard to all economic and technical aspects of regulation in accordance with this Act especially with regard to the determination of tariff or electricity charges.”
Applicants are expected to have substantial experience and sound qualifications in any of the following areas: industry, commerce, law, accounts, economics, engineering, electrical technology, information technology and any other field relevant to the regulation of the electricity sector.
Copies of the Electricity Supply Act, Act 10 of 2007 are currently available from the Government Printery.

NATURAL DISASTER MANAGEMENT – REHABILITATION AND RECONSTRUCTION LAYOU FLOOD EVENT
PROJECT COORDINATOR
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Commonwealth of Dominica (GOCD) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD13.114 million (mn) towards the cost of the Natural Disaster Management, Rehabilitation and Reconstruction of Layou Flood Event Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Public Works and Ports (MPW), the Executing Agency, now wishes to procure the services of a Project Coordinator to manage the Project.
The expected outcome of the Project will be reduced risks associated with flood hazards in the Layou River Valley.
The objective of the consultancy is the effective and timely achievement of the project outputs and outcome(s) through efficient coordination of project implementation.
The Project Coordinator will report to the Chief Technical Officer, MPW, or an officer designated, and will be assigned exclusively to the Project and will mainly be responsible for the implementation of the infrastructure works. His/her duties will include, but will not be limited to:
- monitoring and updating the Results Monitoring Framework for the Project;
- overseeing the engineering consultancies and construction contracts;
- monitoring and control of project cost and schedule;
- expediting the submission, to the Caribbean Development Bank (CDB), of claims for disbursement/reimbursement;
- liaising with CDB on all technical and administrative aspects of the Project;
- preparing and submitting to CDB a Quarterly Report on the Investment Cost of the Project in the form specified by CDB, within two weeks after the end of each calendar quarter, commencing with the quarter following the commencement of the assignment;
- keeping separate accounts for project-related expenditures and disbursement activities;
- submitting to CDB, within two weeks after the end of each month, the monthly reports prepared by the engineering consultants;
- submitting to CDB the annual report showing the level of infrastructure maintenance at the end of the preceding year;
- submitting to CDB the completion report within three months after the date of issue by the engineering consultants of a certificate of practical completion of the contract; and
- preparing and submitting to CDB a Project Completion Report, within three months after practical completion of the works.
Prospective candidates must be civil engineers with a minimum of the following qualifications:
- a Bachelors Degree in Civil Engineering or its equivalent with a minimum of eight years’ experience in the management and implementation of civil engineering projects.
The duration of the assignment is expected to be for a period of 24 months.
GOCD now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.
Consultants shall be eligible to participate if:
- the persons are citizens or bona fide residents of an eligible country; and
- in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. All information must be submitted in English. Further information may be obtained from the first address below between 0800 and 1600 hours, Monday to Friday.
Four (4) hard copies of the Expressions of Interest must be received at the first address below no later than 1500 hours on Monday, November 30, 2015 and one hard copy must be sent simultaneously to CDB at the secondaddress below. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Project Coordinator, Layou Flood Event Project”.
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
